Elizabeth joins Perry Law after thirteen years handling complex and high-stakes civil litigation for the Department of Justice in its Civil Division’s Federal Programs Branch—where she was an Assistant Director—and in the U.S. Attorney’s Office for the Southern District of New York.
As Assistant Director, Elizabeth managed litigation defending federal agencies’ anti-discrimination, employment and federal personnel-related regulations, policies, and practices. She also advised federal agencies on the development of regulations and guidance regarding discrimination and harassment and counseled U.S. Attorney’s Offices on sensitive employment and discrimination cases. Prior to assuming a supervisory role at Federal Programs, Elizabeth personally litigated numerous cases raising significant constitutional and administrative law issues and tried a major class action challenging an aspect of Medicare.
As an Assistant U.S. Attorney, Elizabeth handled a wide range of affirmative and defensive cases at the trial and appellate levels, first-chaired multiple trials, and conducted investigations under the False Claims Act. Her work at the U.S. Attorney’s Office included the litigation and settlement of one of the largest employment discrimination class actions ever brought against the federal government.
Prior to joining the Department of Justice, Elizabeth clerked for Judge Mark R. Kravitz of the United States District Court for the District of Connecticut and Judge Patrick E. Higginbotham of the United States Court of Appeals for the Fifth Circuit.
Elizabeth is a graduate of Yale Law School and Yale College, and also holds an M.Phil. and M.A. from Yale.
