David M. Gins

Chief of Staff for Operations

Bringing nearly 15 years of experience to the firm, David Gins leads Perry Law's day-to-day operations and works closely with the Managing Attorney to best serve the firm's clients.


David Gins is the Chief of Staff for Operations to the Managing Attorney at Perry Law. David works with the Managing Attorney to run the day-to-day of the firm’s back-office operations and in developing and implementing strategic initiatives to accelerate innovation and best serve the firm’s clients.

David brings nearly 15 years of experience overseeing operational functions and providing strategic advice to Perry Law. For the past three years, David served in the Biden-Harris Administration, most recently at the United States Export-Import Bank where he was Executive Secretary, advising the head of the agency on all decisions requiring her attention. Prior to that role, David worked as the Deputy Director for Operations for Vice President Kamala Harris, helping to establish policies and procedures that remain in place today. David’s experience serving as a trusted advisor and implementing a principal’s vision for their organization led him to working with Perry Law as it grows as a litigation powerhouse.

Before joining the White House, David oversaw the logistics for the Biden for President campaign as State Operations Director in Texas, the largest swing state by far. Following President Biden’s successful national campaign, David continued his work in Georgia supporting the election of now-Senators Raphael Warnock and Jon Osoff in the January 2021 run-off elections. David is also a former Director of Operations for the Senate Foreign Relations Committee.

Early in his career David worked for the Gay& Lesbian Victory Fund (a non-profit and political action committee) where he supported the Fund’s executive office and board of directors, coordinating dozens of board meetings and providing the necessary briefing for the Board’s decisions, and at the data analysis start-up Civis Analytics, where he supported the Founder and CEO directly in building the young company before taking over the company’s operations for its Washington, D.C. office.
